There are many layers of rules and regulations that cover life in Langley.  I am of the belief that many of these rules stifle innovation, and need to be changed by prescriptive language, to one of guidance.  This allows those who have ideas that don’t confirm to the nice, neat boxes that the city has constructed to present their ideas and be able to obtain a simple waiver in order to operate.  The same would be true for multi-use properties, innovative business plans, or something as simple as a new type of sign or a business.  Prescribing what people can do, inside very strict boundaries, has never been a hallmark of good democracy or a good republic, and cannot continue to be the hallmark of Langley.
